OpenLI 1.1.12 released

The key new features of this release are:

- the first inclusion of the X2/X3 interfaces from ETSI standard TS 103 221-2. These interfaces are a key requirement for 5G interception support.

- support for encrypted runtime configuration files so they cannot be used to see active intercept information.

Additionally there is the usual round of bug fixes.
