OpenLI 1.1.16 Released

This release provides a big performance improvements for collectors that are capturing packets using a standard Linux interface. We recommend updated the libtrace library at the same time.

It also provides a new method for configuring how OpenLI should deal with intercepts where the traffic is being delivered over UDP by a vendor's bespoke interception function.
